Last month, a “compromise outcome” to contain and treat Covid-19 had proposed a waiver for developing countries that exported less than 10% of world exports of Covid-19 vaccine doses in 2021. The text covers vaccines only while India and South Africa’s waiver proposal- that is supported by 65 WTO members- covered vaccines, diagnostics and therapeutics. The compromise text called the “outcome of the quadrilateral discussions”, was reached after talks among India, South Africa, the US and the EU.
